(Colorado Springs, Colo.) – After more than a year, the USA Fencing North American Cup circuit will return with athletes competing at national events beginning in April.

The fourth stage in USA Fencing’s Return to Fencing plan will include NAC tournaments that will be held in April, May and June. All tournament events will be held in accordance with local and state COVID-19 regulations.

Health & Safety Practices for the Resumption of National Events

April North American Cup
Div I, Y14, Y12, Y10, Para
April 16-19, 2021
Fort Worth, Texas

May North American Cup
Div I, Junior, Cadet, Y14, Senior Team
May 6-9, 2021
Minneapolis, Minn.

June North American Cup
Div I, Junior, Cadet
June 4-7, 2021
Richmond, Va.

In order to provide a safe environment for all tournament participants, each event will be capped at a maximum of 126 participants. Epee, foil and saber events will be held in a separate area or room which can only be accessed by those credentialed for the event. After a competitor has been eliminated from competition (or at the conclusion of the awards presentation for top eight finishers), all competitors must leave the venue immediately. Coaches and competitors will only be allowed in the dedicated room of the competition for their event. Tournament staff and officials also will be limited to access only the rooms in which they are working.

All events in April, May and June will have a maximum of 126 competitors and be limited to U.S. citizens or permanent residents only. Athletes that have represented another country in the last three years at FIE level competitions (Senior/Junior and those athletes that represented another country in the Cadet World Championships) are not eligible to compete in the April, May or June NACs unless the athlete has been officially approved by the FIE to represent the USA.

Should an event have more than 126 individuals who register, athletes will be selected as follows from among those who register for the tournament prior to the registration deadline:

  • Top 75% (up to a maximum of 90 individuals) of U.S. citizens or permanent residents who meet the criteria above on the National Rolling Point Standings as of the opening day of registration will be selected in order of their ranking on the standings. Please Note: The top 75% (up to a max of 90) applies to U.S. citizens / permanent residents only. For example, if there are 100 fencers on the NRPS and 96 are U.S. citizens / permanent residents, 72 fencers (96 x .75) will be selected.
  • All remaining slots will be allocated by a lottery that will take place at the conclusion of registration.
  • Athletes not selected in the lottery will be placed on the waitlist for the event.
  • Waitlist order will be determined by the lottery.

Mask Mandate

As announced in October 2020, all participants in USA Fencing events MUST wear a face mask that covers mouth and nose at all times, including competition. This includes athletes, coaches, staff and officials. Although individual states may have varying guidelines regarding masks, each of the convention centers in which national events will be held currently have a mandatory mask policy. Virginia and Minnesota currently have mandatory mask policies. In Fort Worth, businesses that have mandatory policies or strongly encourage mask usage can be found at www.fortworth.com/staystrong/

Mandatory COVID Testing and Vaccines

All participants in the tournament, including athletes and staff as well as all coaches or other credentialed individuals, must provide proof of a negative COVID-19 PCR test result in order to enter the facility. The COVID-19 PCR test must be taken no more than 72 hours prior to the start of travel for all credentialed individuals. Additional information on testing protocol will be released in the coming weeks. USA Fencing understands that the Centers for Disease Control and Prevention are updating its guidelines and recommendations in regards to policies for individuals who have been completely vaccinated. USA Fencing will be monitoring these updates and any change in COVID testing information will be posted at www.usafencing.org and sent to all registrants.

Credential Access

The April, May and June NACs will NOT be open to outside spectators; however, each competing athlete will receive credential access for one additional individual which may be a coach OR another accompanying individual, such as a family member. Athletes can register this person at the time of registration. This individual also is subject to the COVID-19 test restrictions as listed above. In order to enter the venue, any individuals who are not athletes or tournament staff must have be credentialed with an athlete.

Points and Qualification

The Tournament Committee is currently finalizing qualification paths for the National Championships, Junior Olympics and July Challenge which will be released prior to the opening of registration for the April NAC. In addition, the USA Fencing National Office is working with the Veterans Committee to finalize selection criteria for the 2021 Veteran World Championships, taking into consideration the potential need for additional selection events.

Junior and cadet events at NACs held between April and June will count for Rolling Points only.

The Division I competition at the April NAC will count for Rolling Points only and WILL NOT count for selection for the 2021 U.S. Olympic Fencing Team. Division I events at the May NAC will serve as the final domestic qualification tournament for the 2021 U.S. Olympic Fencing Team. Please Note: The strength factor for the May NAC will be a minimum of 1.0 and a maximum of 1.1. Division I events at the April and June North American Cups will have a minimum of 0.8 and a maximum of 1.1. Complete details regarding the Division I Strength Factor can be found in the USA Fencing Athlete Handbook.

COVID-19 Fee

An additional $20 fee will be assessed per competitor at the April, May and June NACs as well as the National Championships and July Challenge. This fee is for the 2020-21 season ONLY and will be per individual competitor at each tournament, not per event. The COVID-19 fee will cover the additional increase of event-related expenses, including COVID-specific cleaning protocols, additional medical and security staff for health screenings and additional expenses for tournament staff officials, including single hotel rooms, PPE, etc.

Officials

All officials hired for the April, May and June NACs will receive Return to Events Guidelines for Officials. These will include protocols on safety and equipment; how meals and common areas will be structured; and hotel policies, including single rooms for all tournament staff for the remainder of the 2020-21 season.
